Fullerton Overnight Parking Regulation

UPDATE - September, 2005

The City of Fullerton has begun to enforce their Overnight Parking Ordinance within the Amerige Heights Community.  City law prohibits the parking of vehicles on public streets from 2 - 5 a.m.  Amerige Heights is a mix of public and private streets.  This ordinance applies only to PUBLIC streets.

The community has expressed concerns to the City for many months regarding excessive vehicle speeds, suspicious activities/persons and illegal parking.  In fact, at the August 30th Homeowner Forum the public street overnight parking issue was raised during the Police Department presentation regarding Neighborhood Watch.

These concerns, combined with the population growth of the Northwest side of the community has caused the Police Department to create another policing "zone" in Fullerton.  This added zone creates a patrol/enforcement emphasis in our section of Fullerton.

A new emphasis on patrolling can also create a need to enforce existing laws.  The Overnight Parking Ordinance was created as a tool to help deter crime by making it easier for police to watch for problems as they patrol neighborhoods.   The ordinance also helps protect the appearance of neighborhoods by discouraging parking of inoperative cars on streets.

The Amerige Heights Community is NOT eligible for exemption of the overnight parking restriction.

Traffic Circles

A unique aspect of Amerige Heights that we tend to take for granted is the traffic circle.  Did you quickly recall who had the right-of-way when you first approached the circle?  Did it seem a bit out of place?  After navigating the circle a few times you probably began to realize what a clever traffic control device it really is.  Please be patient with visitors to the community who may be unaccustomed to them.

(2/2007 Update)

Sports Park (Bastanchury Greenbelt)

January 2006

The newest addition to Fullerton’s park system is the 10.8-acre Bastanchury Park, located at Bastanchury Road and Malvern Avenue. The park, which cost approximately $6 million to develop, features two lighted softball fields, one lighted soccer field, a lighted full-court basketball court, a children’s playground (pictured here), concession stand, restrooms, and a multi-purpose trail system. Construction of the facility, which has parking spaces for 100 vehicles, was funded for the City by the LSF II, developers of the Amerige Heights residential development. This brings the total of City parks to more than 50.

May 1, 2006 UPDATE
At the April 24th HOA Meeting, SunCal Companies and Fullerton Hughes LLC made a presentation to the Board and homeowners regarding construction of a recreational facility and community center on the proposed community center site.

In their proposal, a community center would be constructed on condition that the City approves the construction of 131 additional town homes on the current "radar site" just south of the Ratheon Business Park on Hughes Drive.

Recently the City had been encouraging the owners of the property (Fullerton Hughes LLC) to sell their land to a "big box" developer such as Home Depot or WalMart.

If approved by the City, the community center would be built by the Developer and be given to the HOA for their exclusive use and ownership. Operational costs would be offset by the additional 131 town homes.

The Board and those in attendance at the April 24th meeting felt that the concept may be a good resolution to ending the community center development delay. The board is excited about the opportunity to work with the developer and finally construct a recreational facility tht meets the needs of the Amerige Heights Community.

More details soon.

UPDATE- February 2006
There has been no official update from the City. Discussions continue with the Developer and news is expected soon.

UPDATE - November 7, 2005
The City Planning Commission will be meeting on Wednesday, November 9th at 7:00 p.m. to vote on a recommendation to extend the deadline for construction of the Fullerton Community Center at Amerige Heights. No formal discussions have taken place since the Planning Commission Meeting on September 14th.

At the Wednesday meeting, a recommendation will be made to the Planning Commission by the Chief Planner as follows:

Extend the deadline for completion of the Community Center for two years, rather than delay the construction of the community center to a date uncertain. The Director of Parks and recreation has ordered LSF II (the Developer) to seek construction bids so that staff can precise the construction costs and present bid options to the City Council. This news was received 11/8.

It is believed that a plan will be presented to the City in the next few days by the Developer. The plan will provide options for completion of the Community Center.

October 30, 2005 UPDATE - The HOA has had no discussion with the City. A dialog has begun between the Developer and the City. Details are unknown at this time.

October 7, 2005 UPDATE - There has been no communication from the City or Developer since the September 14th City Planning Commission Meeting. Discussion has been postponed until November according to the City Planning Commission website.

UPDATE - September 2005

On September 14th, many members of the community attended a City of Fullerton Planning Commission meeting to discuss the completion of the Fullerton Community Center at Amerige Heights.   All homeowners were sent an informational flyer regarding the issue.  THANK YOU TO ALL WHO ATTENDED!

After public comment from the community (as well as a petition with over 50 homeowners in support) , the Planning Commission voted to send the matter back to the Chief Planner, Developer, Parks and Recreation Department, Homeowners Association and THE COMMUNITY to discuss a resolution.  The Commission was hopeful that the matter could be discussed at their next meeting on October 12th.

The chairman and commissioners understood the frustration of homeowners regarding the lack of a completion date and possible construction fund reallocation outside the development if the center is not built.  This attempt to find a resolution does not guarantee a community center will be built quite yet.  There is still much to do to make it happen.

More details will be provided soon (the webmaster needs time to think . . .)
